California Bill To Amend 2018 Exhaust Noise Law Passes Legislature

SEMA Praises Lawmakers for Championing Critical Legislation Thanks to the efforts of Assembly Members Tim Grayson, Tasha Boerner-Horvath, Phil Ting, Phil Chen, Senator Holly Mitchell, and enthusiasts throughout California, state lawmakers have approved SEMA-supported legislation (SB 112) that restores “fix-it” tickets for cars suspected of violating the state’s exhaust noise limit. Once signed into law by California Governor Gavin Newsom, SB 112 will take effect immediately. SB 112, a budget implementation (trailer) bill, includes text drawn from SEMA-sponsored AB 390, which was authored by Assembly Members Grayson and Jim Frazier in early 2019. Under normal legislative procedure, AB 390 would not have been implemented until January 2020. “SEMA thanks Assembly Members Grayson, Boerner-Horvath, Ting, and Chen, and Senator Mitchell for their tireless work on behalf of the over 1,700 member companies based in the Golden State,” said Daniel Ingber, SEMA’s Vice President for Legal and Government Affairs. “Thanks to their efforts, enthusiasts in California will continue to be afforded due process under the law.” SB 112 removes cars from the impact of AB 1824, which was signed into law by then-Governor Jerry Brown in June of 2018. AB 1824 amended how California law enforcement officials issued citations for suspected exhaust noise violations by removing the ability to issue fix-it tickets, which allowed for 30-days to correct a violation. Instead, motorists received an immediate fine. The bill generated significant concern within the specialty automotive aftermarket industry and enthusiast community. Once signed into law by Gov. Newsom, SB 112 will again allow law enforcement to issue fix-it tickets. Since 2003, exhaust systems installed on motor vehicles in California with a manufacturer’s gross vehicle weight rating of less than 6,000 pounds, other than motorcycles, may not exceed a sound level of 95-decibels when tested under a Society of Automotive Engineers (SAE). Fact vs. Fiction: California’s New Exhaust Noise Law

The Issue

California Assembly Bill (A.B.) 1824 was signed into law by then-Governor Jerry Brown in June of 2018 as part of the state’s budget process. The legislation amended how California law enforcement officials may issue a citation for exhaust noise violations.
The bill has generated significant concern within the industry and enthusiast community, along with some misinformation.  This document seeks to clarify the matter.  Most notably, enactment of A.B. 1824 did not change existing laws pertaining to exhaust noise or the sale and installation of aftermarket exhaust systems in California.  Here are the facts.

Were California’s exhaust noise rules changed?

No. Since 2003, exhaust systems installed on motor vehicles with a manufacturer’s gross vehicle weight rating of less than 6,000 pounds, other than motorcycles, may not exceed a sound level of 95-decibels when tested under Society of Automotive Engineers (SAE) test procedure J1169 (May 1998). This was not changed by A.B. 1824.

Is it now illegal to install an aftermarket exhaust system on my vehicle?

No. The sale and installation of an aftermarket exhaust system remains legal in California so long as it does not exceed a sound level of 95-decibels when tested under SAE J1169 and complies with all other exhaust and safety laws and regulations.

If exhaust noise laws didn’t change, what did?

Beginning January 1, 2019, a motorist cited for violating the current California exhaust noise law can receive an immediate fine. Previously, motorists received what is known as a “fix-it” ticket, which allowed for 30-days to correct the violation.

What are my options if I get a ticket?

Consumers in receipt of a violation still have the option of seeking a certificate of compliance from the California Bureau of Automotive Repair (BAR) demonstrating that their exhaust emits no more than 95-decibels. This SEMA-sponsored program allows courts to dismiss citations for exhaust systems that have been tested and for which a certificate of compliance has been issued. BAR does not currently issue preemptive certificates of compliance.

If I get pulled over, will I receive a $1,000 fine?

According to the Judicial Council of California’s Uniform Bail and Penalty Schedules for 2019, the suggested base fine/fee for a first conviction is $25 with a total fee of $193.

We are back from our Greddy-GPP Winter break and we are excited for 2018!  Let's start off the new year with some new GPP exhaust additions:  the Greddy Performance Products RS-RACE and RS-Titanium to our existing GReddy EVOlution GT, Supreme SP and Revolution RS exhaust lines...

For the ultimate in ultra-high performance racing sport exhaust, Greddy Performance Products is proud to introduce the RS-Ti exhaust line. GPP RS-Ti systems feature premium ultra-lightweight Titanium piping, muffler and tip in extra large 80mm and 76mm piping diameters. By utilizing intricate precision ‘inch-welding” and titanium mandrel bends to follow proven purposeful designs, creates super light-weight pieces of exhaust art. Improve performance comes through weight-saving and freeing up torque and horsepower through the high-flow, straight through design. High quality 2-bolt titanium flanges and sturdy stainless muffler-ring-mounts are used to improve connections and fitment. 3.    Nissan 370Z (Z34) 
The EVOlution GT for the Nissan 370Z is not only ideal for turbocharged VQ37s but also makes great power for normally aspirated applications. Dyno test on a N/A car gained as much as 16whp / 19ft-lbs, with more expected for turbo use. The dual cat-back exhaust progresses from a 2.5” Y that transitions smoothly into 3" X-pipe crossover, to dual resonator for equalizing exhaust pressures and improved sound control. Aggressive dual EVO muffler canisters are angled to match the Z looks while making room for the factory EVAP canister. 5.    Infiniti G37 Coupe  (single)

The Revolution RS for the Infiniti G37 (S) has an aggressive growl while saving about half the weight over the stock system. The light-weight cat-back connects both engine banks through dual 2.5” (63.5mm) piping that merge smoothly into 3” (76mm) piping and a large resonator on the mid-pipe. The system exits an extra long, high-flow, RS muffler on the driver-side to manage sound output and avoid having to relocate the EVAP system. Dyno test have shown 11whp / 16ft-lbs gain on a normally-aspirated VQ37HR engine. Spring 2017 GReddy Exhaust Prototype Vehicle Search

GReddy Performance Products, Irvine, CA is looking for vehicles to prototype new GReddy Exhaust Systems.  (Supreme SP, Revolution RS, or EVOlution GT)

Approved vehicles will be scheduled for inspection.  We will need access the cars for 2 full business days (starting at 9:00am on the first day and ending at 5pm the second day.  We are closed during the weekend.)  The vehicle will be dyno'ed in order to record the baseline data.  Then fabrication will begin, followed by additional tests and dyno testing.  Once prototyping is complete, the stock exhaust system will be reinstalled.  At that time we will contact you to pick up the vehicle as it was delivered to us.

Depending on production and shipping schedules, it could take between 3-6 months for the sample exhaust systems to be prepared.  Once we have the sample exhaust system, we will contact you to re-schedule additional conformation tests. This consist of fitment testing, possibly more dyno tests and photography (please have the car clean and ready for photos and video to be on our website).  After we have approved the sample, the exhaust system is yours at no cost to you,  (your stock exhaust system is also returned)

5.      You need to live in, or near Irvine CA 92618, we may need your car for
         future photos, projects etc.  We will not ship or transport.
6.      You must be 18 years of age or older, or have a parent/ guardian accompany
         you when you drop off the vehicle.  If it is a legal guardian, please have them
         bring the appropriate paper work.
7.      The car must be registered to you, or if it is registered to your parent or guardian,
         then they must be present during drop off.
8.      You must bring your current driver’s license and registration.

You must also attach Front, Rear, Left and Right side photos of the vehicle in the application email.  Photos must be taken during the day.  The whole car must be in the photo, if we receive photos of partial cars we will disqualify the applicant.

*If there is an issue where we will not be able to release the exhaust system and we will need to reschedule for additional testing.  
**During the process, there is a possibility that we may decide to cancel the project; if this occurs we will compensation the owner with equal or lesser value item.
